Work Permit

A work permit allows a non-Cambodian citizen to legally work and operate a business in Cambodia. Work permits can be obtained by both skilled workers and standard employees and are a mandatory requirement to be able to work in Cambodia.

What is a Work Permit?

A work permit is a legal document issued by the Ministry of Labour and Vocational Training (MLVT) which clearly states a foreigner’s position, occupation, or job description and the name and details of the Cambodia company they will be working for. It also acts as a license to perform a job/occupation for a foreigner in Cambodia.

Foreigners who enter Cambodia are not permitted to work (regardless of the visa they hold) unless they have received a valid work permit. Those who wish to work in Cambodia must hold an EB Visa to be eligible to apply for a work permit.

Individuals may only work for the company listed on the work permit. This is because the work permit is issued to the employee for a specific company.

What are the criteria to fulfill to be eligible for a work permit?

Work permits applicants must meet the following conditions:

  • Have a job offer from an employer in Cambodia
  • Be fit for the relevant job
  • Have a valid residency permit
  • Have a passport with six months validity
  • Not have any communicable diseases

What documents are required to apply for a work permit?

To submit an application for a work permit, documents are required both from the employer and the applicant.

Documents to be provided by the applicant:

  • Name, gender, date of birth and height
  • Copy of passport
  • Copy of current EB visa
  • Residential address in Cambodia
  • Education level
  • Photograph 3.5cm x 4.5cm
  • Health certificate
  • Job description of the role

Documents to be provided by the sponsoring employer:

  • Certificate of incorporation with the company stamp
  • Registered business address
  • Tax patent with the company stamp
  • List of all foreign employees
  • Company’s articles of incorporation with the Ministry of Commerce (MoC) stamp.

Frequently asked questions

Does a foreigner who works in Cambodia but has his/her salary paid by the parent company outside Cambodia need a work permit?

Yes, because the person in question is working in Cambodia. It doesn’t matter where the salary comes from, all foreigners working in Cambodia must have a valid work permit.

What happens if I quit my job?

In the event of you leaving your job, you must surrender your work permit to the Labor Department no more than 10 days after leaving your position.

Can a foreigner work 2 different jobs in Cambodia?

Yes, however, the employee will need to submit a new work permit application for each additional job. The new job details will be added to the existing work permit book.

Do work permits need to be renewed?

A work permit is valid for one year – from January 1st until December 31st. It must also be renewed between January 1st and March 31st. Renewals after April 1st are subject to penalties.
